today i am going to tell you a trick to set up a desktop picture with only using vlc media player.it is quite simple trick and needed no special software .
at first open vlc media player and press CTRL + P shortcut key.or proceed as follow screenshot

2) now click on video and then set output default to directx as shown below in screen shot.
3) now open video you want to take a picture from that and click on vedio.
4) last step is choose the set as wallpaper option you seen above
